Key Accountabilities:

  • Aids in the facilitation, development and implementation of the Hourly Employee Orientation program
  • Develops, implements, coordinates, maintains, and evaluates training programs and materials for assigned asset area
  • Evaluates courses and programs to ensure they are effective and meet the needs of the business unit; take corrective actions as needed
  • Evaluates, selects and recommends learning and development materials, equipment, and vendors
  • Is a trained meeting facilitator and participates in occasional refresher programs
  • Works closely with Operations and applicable staff to determine current levels of employee knowledge, skills and abilities, and the knowledge, skills and abilities levels needed to drive performance. Establishes training and development programs to close the gap. Conducts training programs.
  • A champion of proactively improving learning and development
  • Understands and is compliant with all Control of Work (CoW) and Process Safety policies and procedures
  • Responsible for health, safety and environmental performance and awareness in area to achieve our goals of no accidents, no harm to people and no harm to the environment
  • Serves as a subject matter expert in assigned asset area, responsible for facilitating the procedure editing process to ensure finals edits are made to the procedures including notifications and updating training programs and materials as applicable
  • Serves as a subject matter expert in assigned asset area for Learning & Development, providing coaching to applicable employees in the matters of L&D
  • Ensures consistency with L&D department processes, procedures, curriculum and templates
  • Assists with LMS training record reporting and certification process.
  • Assures 100% compliance with Operator 3-year re-certification with No overdue qualifications.
  • Provides input and assists with implementing the annual L&D plan
  • Sets standards and establishes objectives for Operations training development
  • Ensure 100% Compliance with OSHA required Safety Refresher Training including Management of Change
  • Primary accountability for upskilling of all operations personnel
  • Manages performance feedback with trainees and the development of remediation plans for hourly trainees
  • Responsible for on-boarding ELT personnel assigned to operating area, including delivery.
  • Manage refining emerging needs to meet strategic or compliance objectives/initiatives.
Education:
  • Required: High School Diploma
  • Preferred: Associates or bachelors degree
Experience:
  • Required: Five years of experience in a refinery setting
  • Preferred: Previous training background. Experience working as Operations Shift Supervisor. Experience working as IGO.
Required Skills/ Competencies:
  • Awareness and demonstrated application of leading-edge technology trends within the learning environment.
  • Analyzing Problems/Troubleshooting & Problem Solving: Systematically determine the root cause(s) of problems through questioning and inspecting, and then identify the best course of action to take in relation to learning and development
  • Visual Inspection: Ability to quickly and accurately compare similarities and differences to optimize or detect issues with the learning and development program and what improvements can be made
  • The ability to multitask while performing job tasks, without being distracted
  • Must also be able to effectively communicate from the new operator to upper management the needs and wants of the training program
  • Advanced application of Microsoft Office applications including Power Point, Outlook, Word, Visio and Excel
