Land Coordinator

Our client is seeking a Land Coordinator for their Edmonton office. This is a contract position with potential for extension. Direct contact for land services providers within SWP, CWP, RWP, PRMWP and PRCWP work packages for any issues that arise in the Lands scope of work and responsibilities including:
o Settlement of damages
o L/O requests and concerns
o Address complicated/out of norm situations and provide direction
o Work order (WO) creation and management of the WO for revisions
o Tracking status progress
o Updating eDig

Responsibilities:
• Liaise with MLP planning team regarding potential future digs and areas, as well as provide support if needed.
• Comprehensive use of LOID and CORE for retrieval of landowner information for integrity digs.
• Oversee and actively perform all duties and tasks associated with released dig packages.
• Attend weekly permit/construction update meetings with PM regarding CWP packages to ensure all consultation and applicable permits have been obtained to execute dig.
• Liaison with SR Specialist and Crossing Coordinator and provide support if/where needed
• Review daily EVR documents relating to progress of digs.
• Review weekly LEMS submitted, revise/approve and submit to FCA for IPPF processing, file electronic copies.
• Track costs associated with all packages WO to ensure budgets are met and justify any overage that may occur due to scope of work that was not in the original plan.
• Review completed release forms to ensure consistency and accuracy.
• Review all completed dig package documents including release forms to ensure consistency and accuracy.
• Liaison with Environment Coordinator and provide access support where needed.
• Liaison with Regulatory and provide support where needed.
• Review preliminary dig list provided by PI and provide tabletop information pertaining the dig site from a Lands perspective including cross referencing CAEPLA lists and regional Tiering list.
• Attend kickoff meeting for SWP/CWP/PRCWP packages
• Direct Contact for Integrity Dig Project and Construction Managers relating to LO issues or land access.
• Coordinate land agent resources and priorities. Liaise/consult/direct with Land Agents on a daily basis.
• Utilize geographic Information systems/tools for coordination and screening of the Integrity digs
• Research province and county records for land interest when required.
• Manage eDig with comments and information as needed to and applicable to the Lands department.
• Update Athabasca, Western and Central region of any work being conducted by the integrity dig group, update Sharepoint site with excel list of digs answer any questions or concerns.
• Communicate with other departments within Enbridge such as Operations or the L3R project team and Operations regarding any issues or concerns that come from our dealings with the LO and potential Integrity Dig issues through their dealing with the LO.
• Identify existing land rights and assist in obtaining additional land rights as require for access and temporary worksites.
• Create and prepare dig packages and related documents and ensure documents are complete within each dig package folder. Review to ensure accuracy.
• Provide services as required related to supporting PRM phase, including but not limited to updates to master spreadsheet, upload updates to eDig, and liaise with Land Agent and landowners as required for PRM related tasks.
• Process specific permits and license agreements as required for non-private owned parcels.
• Conduct title research for all land related information to determine ownership of property, easements, interests etc.
• Provide assistance to Integrity Dig field personnel with all land related database information and history of landowners as applicable.

Requirements:
• Degree or diploma in related field and 4+ years related experience. Equivalencies will be considered.
• Knowledgeable in pipeline operations and construction practices, damage prevention, public awareness, and land administration.
• Effective verbal and written communication and leadership skills, as well as demonstrated computer, problem solving, project management and decision making skills.
• Ability to communicate technical issues to a non-technical audience.
• Problem solving through a working knowledge of the policies and procedures related to Right of Way and disciplines involved in acquisition of Right of Way
