Principal Estimator

Operationally Reports To:

  • Estimating Manager / Tender Bid Manager

Functionally Reports To:

  • Estimating Manager

  • Ability to prepare quick Man-hour Estimates /Cost estimates/Executive bid summaries/Bench marks etc within time schedules agreed, proactive nature.
  • Ability to work efficiently in teams and alone.
  • Above average Microsoft Excel skills.
  • Analytical skills & Good market knowledge on the competition front.

  • Actively participate in the tender process, implement all required actions that lead to a wining position for company.
  • Provide sufficient data /validations to keep up in line with competition front and market Knowledge.
  • Provide good initiatives for qualitative inputs and reduce department Non quality Cost’s.

Commercial Department’s Key Personnel Roles and Responsibilities.

Principal Estimator

This Officer reports to the Regional Estimating Manager in the APAC Business Unit’s Commercial (Estimating)

Department, and is responsible to:

  • Prepare Commercial Proposal for bidding tender projects. Coordinate the process of reviewing and interpreting

client's enquiries/ITT, coordinating the inputs from the supporting departments (Engineering, Procurement, Marine

Operations, Fabrication, Planning, Safety ,Testing & Commissioning, Hook up and Precommisioning, Contract

Administration, Legal etc.)

Key Responsibilities:

  • Review all enquiry or invitation to proposals documents and Client pricing forms. Review Tender Documents

including detailed review of the Instructions to Tenderers, Scope of Work, key Contract Dates, Commercial price

forms and terms of payment, as a minimum.

  • Produce a level 0 and level 1 cost estimate with (Budgetary) multi discipline inputs together with each level a summary at the beginning for management info.
  • Participate in tender kick-off meeting is held in accordance with procedures, and ensure that all participants are fully informed regarding the requirements of the tender. For larger tenders, ensure /participate weekly progress meetings should also be held and cost elements are monitored time to time.
  • Review and clarify responses received from all departments.
  • Obtain technical, commercial and contractual qualifications & exceptions as relevant, for input into bid document.
  • Ensure the Estimate is built up methodically and in sufficient detail and is in accordance with good estimating practice.
  • Ensure that the commercial reviews are completed by appropriate internal departments and that the issues identified are resolved via clarifications or addressed within final proposal.
  • Ensure that the proposal submitted is fully comply with the ITT requirement.
  • Optimize the technical proposal to be a competitive cost to client.
  • In the event that the tender is successful, ensure that the handover to Project management Department is performed in accordance with procedures.
  • Ensure that the database is kept up-to-date, to reflect the status of all tendering activities. Produce reports as required.
  • Participate in Conceptual and FEED cost estimates, reporting and analyses, and in Preparation of OME estimates/Pre Market survey quotes /Pre-Qualification estimates.
  • Ensure appropriate cost estimating tools and methodologies are available to provide accurate cost and resource estimates for all component in the agreed project Work Breakdown Structure (WBS).
  • Develop, implement and maintain fit-for-purpose cost estimating norms/models.
  • Participate in the Department's developmental meeting and provide inputs.
  • Maintain cost estimating database with necessary documentation to allow quality benchmarking of the estimates and assess competitiveness of norms, allowances and contingencies.
  • Initiate/Prepare /coordinate all required cost estimates as detailed in the Level 2 Procedures.
  • Prepares the basis of estimate/executive bid summaries and present the same to the senior management during reviews.
  • Review price form and advise management of any opportunities for intelligent price allocation and/or risks associated with pricing breakdown.
  • Convene (if necessary) a unit rates meeting to ensure the definitions and principles of the unit rates are understood by all input groups as applicable.
  • Compile the commercial price forms for the Proposal Document intended for submission to the Customer
  • Ensure that the relevant Division or General Manager (or his assigned delegate) has approved estimate inputs that are used in the final Bid.
  • Review all bid estimate inputs and check that there are no errors, inconsistencies, oversights, and that the estimates are consistent with the bidding strategies.
  • Ensure that estimates are received in the requested format.
  • Expedite inputs to ensure that the bidding schedule is not jeopardized.
  • Run PROM analysis. Understand relevant Risk management and mitigation methods.
  • Request that Accounting conduct Cash Flow analysis, as required.
  • Prepare Technical / Commercial qualifications related to the estimates’ basis.
  • Prepare the Executive Bid Summary, to satisfy Management bid review requirements.
  • Coordinate and direct preparation of historical performance data to support cost estimates for future.
  • Preparing bidding in tendering phase as well monitor variations order after the project is awarded.
  • Develop, analyze and maintained the costs/Historical data to be sure of the pricing received are well within limits.

Other key role:

  • Ensure the confidentiality of the information produced in the proposal.
  • Prepare Lessons learnt data and communicate to P&E team.
  • Learn, participate and implement the safety working rules at all-time making Safety as the work culture in the dept.
  • Initiatives to reduce Non quality Costs.
